How to Remove Cat Urine?

I had a cat that sprayed in my house. I can’t get rid of the smell so I am repainting and recarpeting the bed rooms that she peed in.
I read somewhere that you must seal the subfloor with something before recarpeting, Does anyone know if it is lacquer or primer??
